The electric power resource is sufficient. Current firepower electrical machiney capacity: 1,170,000 kilowatts, the electric machinery producing capacity will be up to 4 million kilowatts in two years.

The water resource in Xinxiang is plentiful, and it extends across two major river systems of the Yellow River & Haihe River. The “South-North Water Diversion” center line project, which will be put into operation, soon crosses Xinxiang area.

The gas is sufficient. The branch gas distribution of State project “Gas transit from west China to east China “is set up in this district. Timber resource is abundant; soil climate is suitable for forest growth. It has formed the wood pulp base of fast growth forest. Workforce resources are rich. Xinxiang is a national machinery, textile-producing base. It has trained and attracted large quantities of high, intermediate qualified personnel and experienced workers.

Xinxiang is located in the center position of Chinese economic geograghy.Beijing-Guangzhou Railway.Tai store railway cross here, Beijing-Zhuhai express way, No.106 and 107 national road, A-Shen,Ji-dong and Xin-jin expressway pass through Xinxiang area. It is only 80 kilometers to Xinzheng international airport.Important city such as Beijing, Tianjin, Wuhan, Xian, Shijiazhuang, Taiyuan, Jinan, Hefei, Xuzhou, Baiding, Qingdap, Lianyun Harbour and etc are close to Xinxiang in 600km around. Introduction

Xinxiang site in the southern foot of Taihang Mountaion is a large-scale city in Central Plain. Muye battle, relieve the Zhao kingdom by besieging the Wei Kingdom, Zhang Liang assassinated King Qin, Guandu Battle, Chen briage mutiny have taken placed in this ancient but rich place. it was once the provincial capital of Pingyuan Province in the earlier date when PRC founded. It is the important manufacturing processing industry and agricultural product production base in north area of Henan Province. It is one of the six credit cities in the whole country and it is one of 100 top cities in industrials index in China. The existing population in Xinxiang district is 5,500,000, population in the urban area is 900,000.

Muye district lying in the north-middle of Xinxiang city. Its east and west parts traverse the whole urban area. Its area is 90 sq.km. and total population is 310,000. With multiple functional city level districts such as Muye industrial park, civil vehicle industrial area and etc., it has attracted a lot of traders and producers. More than 100,000 students are richen in three institutes located in Muye district. Three state grade research instutes and its more than 80 branches offer strong support for economic development.

今天接到了家乡发来的《投资指南》,让我负责家乡的招商工作,我也尽全力为家乡做些事情,先通过我的Blog做一个宣传,请有关系的朋友,帮忙留意一下,以下是新乡市牧野区人民政府的宣传册内容:

新乡市牧野区投资指南

概况

位于太行山南麓的新乡市是中原地带的一座大城市。牧野之战、围魏救赵、张良刺秦、官渡之战、陈桥兵变都源于这片热土。建国初期曾为平原省省会。是豫北地区重要的制造业、加工业和农产品生产基地。是全国六个信用城市之一、全国经济综合实力百强市。全市现有人口550晚,市区人口90万。

牧野区位于新乡市区中北部,东西横贯整个市区。辖区面积90平方公里,总人口31万人。区属牧野工业园区、民用车辆工业区等市级园区功能齐全、商贾云集,辖区内拥有10万在校生的三所高等院校、含有三所国家级研究所的80余个科研机构,为经济发展提供了强大的支撑。

民用车辆工业区

民用车辆工业区:位于新乡市西北部,沿北环布局,规划用地10平方公里,道路、电力等基础设施配套齐全,已具备入驻条件。

服务承诺

对外来投资项目实行首长负责制、服务承诺制、限时办结制和跟踪服务制,为投资者提供“一站式”服务。

投资成本

电价:大工业用电0.36-0.4元/千瓦;非普工业0.51-0.35元/千瓦;生活用电0.47-0.51元/千瓦;商业用电0.64-0.71元/千瓦。

水价:工业用水价1.5元/立方米;生活用水价1.2元/立方米。

燃气综合价:1.75元/立方米。

劳动力参考价格:技术人员月工资650-850元左右,普通职工月工资450-650元左右。

建筑参考成本:民用600元/平方米左右,工业500元/平方米左右。

土地价格:(牧野工业园区)

工业用地基准地价为10万元/亩,租赁土地价为1100元/亩·年左右,租用期最长30年,对投资额大,投资密度大,高新技术产业和产品的,实行地价优惠。

标准厂房租赁费5-8元/平方米·月。

高科技项目或投资额度较大的项目一事一议,政府对土地采取补助政策。

优惠政策

1、经营期限在10年以上的生产型外商投资企业在享受国家政策的基础上,从获利年度第三年起,视企业所得税对地方财政新增贡献额的大小,连续8年按20%-50%的比例支持企业。

2、国内投资者固定资产投资在1000万元以上的工业企业,经营期10年以上的,从获利年度起,前两年按期企业所得税对地方财政贡献额的100%支持企业;第3-5年按50%支持企业。

3、对世界和国内500强企业投资的项目、先进技术项目或固定资产5000万人民币以上的工业项目,在优惠政策上的基础上,从土地、税收等政策上,采取“一事一议”予以支持。

奖励办法

1、对引进的外资项目,视其要求享受优惠政策的大小,按外来注册资金实际到位的0.3%-0.8%对引荐人进行奖励;对内资项目,视其要求享受优惠政策的大小,按引进资金中生产性固定资产投资额的0.2%-0.5%对引荐人进行奖励。

2、对引进世界500强企业或引进特别鼓励的高科技产业项目的按0.5%-0.8%对引荐人进行奖励。

3、引荐外资直接投资500万美元以上,且对我区经济发展有巨大推动作用的重大项目,区政府将采取“一事一议”的方式给与引荐人特别奖励。

(注:奖励范围为工业、三产类项目;房地产项目以地方受益计奖。)
